Anyway, if Putin refers to Ukrainians living in Ukraine as his people as they’re culturally and linguistically Russian does this give all nations carte blanche to invade nations that speak their language?

Anyone can invade anybody. It’s whether it’s wise that’s the question.
For example, it would not be a good idea for Andorra to try to invade France. They’d never be able to field their international team.
We know that it’s not a good idea to invade Ireland. They tend not to like that and become extremely anti-British.
On your last question, Canada would be a good starting point. They like us for some reason and have beef with the US. I think it’d be worth if for the armoured moose alone.
