The Welsh govt have tripled the surcharge that can be charged for council tax on second homes so that a band D house could pay ÂŁ7k pa. If they want to qualify as a business and have access to small business rates then they need to be available for 252 days per year and be occupied for at least 182 days
Given that there is a housing issue in a lot of these places, this seems eminently sensible - except I would not allow whole house holiday lets access to the business rates at all
