Johnson recently said devolution had been a disaster. In the case of Scotland, I’d agree. It’s a bit like Brexit in it is not the concept that is broken. It’s the implementation. They’ve been in power 13 years up there, longer than the Tories have been in power in Westminster.
They have complete autonomy over health and education and have fucked up both because they’ve used devolution as a means to get independence, not exploit the new powers they have.
