Biden has left a poison pill for trump - he has used a 1950s law by which a president can ban offshore drilling in certain areas - the law does not allow for the ban to be overturned so any incoming president has to go through congress to overturn it
Biden just has banned all new drilling on pretty much the entire US coastline
