I guess the question would be how much disposable income from the GP and Pharmacy did the M&D have back in the day after other family costs. Clearly enough, unless they had access to other funding. I’ve no idea either way.
Back when my two would have needed to be funded for similar I wouldn’t have been able to pay those fees.
Without wishing to stereotype, Indians do seem generally to put a very high value indeed on their sons’ education. I know nothing about his family, but could imagine they might borrow money to fund it in the same way we might borrow money for a house.

Probably there’s some truth in that. If we all became immigrants then I don’t doubt most of us would do what it takes to succeed in the new adopted country. Helps if the parents come from the professional classes in the first place though.
I can’t claim to be an expert on the economics of running a pharmacy but Isn’t owning and potentially employing a staff of pharmacists a bit different income wise than being a simple pharmacist?
With regards to his father. A member of my family used to work nights driving a GP called Dr Sunak around Southampton for a number of years around about the time Rishi would have been heading off to Winchester. Can’t guarantee its the same guy but could be indicative of someone working all the hours possible to give his kid opportunities.
