there will be lots of newly hatched ice hockey experts commenting on this.
Unless you are a skater and more importantly a Ice hockey player, how you can determine if that was an intentional action or not is beyond me.
There looks like a collision with another player before he connects with Johnson - does that kind of contact lead to a leg going up in that way? I have no idea, and nor will most people you have judged him already.
