Is it any wonder that people decide to ignore rules and regulations when it is clear that some of the rule makers are allowed to get away with this sort of thing? Building two properties without planning consent with no sanctions at all, then to rub salt in it have fifty grand in council tax written off when anybody else would have been prosecuted in court for non payment. Even though the Cummings family are wealthy beyond most peoples dreams. The stench of corruption is overpowering.

Not sure why the Valuations Office would not instruct the council to back date
As for the planning permission - its on a farm and all sorts of different rules apply for those - agricultural dwellings and such like. May be the councilors could explain why they havenât instructed them to tear it down

Apparently the reason given for not backdating the Council Tax and enforcing payment is because too much time has passed. Which, of course doesnât explain why a red letter wasnât sent when they were few months in arrears as would happen to the rest of us, with a summons issued upon non payment. I would imagine that the Cummings family are big cheeses in the area, well connected, probably Freemasonry involved which probably would explain the blind eye turned to the building without planning permission. And of course that makes it a bit tricky to demand council tax on properties that you have allowed to be built illegally. Whichever way you cut it the whole affair stinks.
I suppose it depends when the planning investigation started - those properties were built in 2002 - no one had heard of Cummings then. I suspect the complaints that sparked the investigation have only recently been made and as such too much time has passed
But that doesnât explain why too much time has passed does it. Why planning and council tax payment rules werenât enforced at the time, as they would have been for us lesser mortals. That is the issue here. âItâs only being brought up now to have a go at poor old Domâ narrative wonât wash Iâm afraid.

If no one had brought to the attention of the planning authorities, then they would have not reason to suspect
Most planning issues / investigations come about because someone else is pissed off with the building (too close to the boundary / too high). If these cottages were in the farm somewhere (and from all accounts its sizeable) who would know / care enough to make a complaint. When Cummings put that farm on the map, I guess enough people had a look and discovered the lack of consent
Thatâs why I dont understand why the Valuations office doesnt back date? - Is there a law that time bars claims? Same for the planning consent
I wish I used that excuse when Joe Anderson hit me with a 2.8K bill after 16 years.

Surely the world knows how offensive any image is by now?
