Well, judging by Barry’s posts he thinks that we should:
a) show some ambition, keep our best players by paying them what they want, and aim for the top;
b) buy in a bunch of seasoned journeyman pros and aim for solid midtable;
c) make more use of our academy output and have a team who aren’t just a bunch of mercenaries.
He often seems to be capable of thinking that we should do all three of these at once.
Aiming for mid table would be a start, in fact I’d take being more attacking football, ah well we have JWP…

The football club transfers don’t work they way that you think. Not since before the Lowe days have the managers/coaches been given funds and told to go out and get who they want.
Transfers are decided by committee now and the, ephemeral, black box. So, you are correct, MoPo MKII won’t get the cash. The football club will get the cash and spend it on who the transfer committee (which includes MoPo MKII) decide upon!!
