I see Chelsea basically as landlords.
They buy up all these young players, then loan them out often charging a loan fee and getting the players wages paid.
If the player develops enough to go into the first team, great. If not, they can either sell them on, often at a decent price (de Bruyne, Lukaku etc) or loan them out and carry on having their wages paid/recouping loan fees.
It’s a pretty smart business model, and fair play they’ve found a way to game the system without breaking any rules.
Whether it’s health for the game or not is a different question. I’d personally like to see things done to address it, but I don’t really blame them for doing it.

Bearing in mind how much Spurs Chairperson…Levy? hates spending and screwing as much as possible out of other teams…especially Saints
