I actually created the DC industry in the ME. Used to give talks/interviews telling them that they should stop buying floor mounted servers. We pushed the DC University.
I had a whole front page photo spread in the 1st DC installed. Most of my crew went on to be big consultants and have solid careers - one headed up the whole global Edge computing game after being parachuted in as integration manager then CEO of a DCC infrastructure manufacturer in Barcelona.

I think part of the remit of the requested inquiry would be to discover why the recommendations of the last one were ignored.
You choose to be ignoring all of the convictions secured-and changes to the law which make another inquiry superfluous.
