If you want something that’s UK legal then it needs to be non-locking and under 3 inch blade.
My first choice would be a Spyderco uk penknife at around £65.
There are plenty of cheaper options though.

Their service is excellent and they have a good range. Worth reading the reviews as some slip joint knives are considerably stiffer than others.
Personally I don’t worry too much about uk legal status as it’s the lairy (brown) ute that are likely to get stopped and searched by plod.
If you are using it around the garden I would go for something with a liner lock.
