So can the Houtis buy arms or not? Could they buy them from the British would you object? Or as they’re small and can’t manufacture arms just have to sit there and be shelled?

I said that the UK should not be in the arms business, except for supplying itself.

If that ever happened, other countries are still available and perfectly willing to sell weapons to whomever might be scrapping.

These two positions are not mutually inconsistent. I have no idea why you think they are.
