Summary was that we did an exercise to “wargame” a pandemic scenario to understand the impact in 2016 (I think).
One significant area of unpreparedness was ventilators.
We did nothing about it at the time and subsequently when first reports spread from China of a highly infectious, high morbidity rate, novel Corona virus - the very premise of the exercise, we still waited too long before panicking into buying / building ventilators.
The Tweet author (himself a GP and a minister in the MoJ at the time) concludes that people will have died due to the inaction following the exercise.

At the start of this we had 500 ventilator which would normally be used to a rate of 95%. It looks like we will end up needing 10x that amount.
Now assuming that the finding of that report for that particular scenario was taking seriously, I m still not sure we would have / be in a position to stockpile 45k ventilators.
Should we do the same for every single potential disease / virus / event which may need a different piece of equipment?
A pandemic like this is seen a a hundred year event - so unlikely. Therefore in the risk matrix it is in the high impact low probability box and therefore given less priority.
I follow all of that logic but to paraphrase your conclusions - we planned for some to die.
And what your logic fails to consider is that we are actually scrambling to build those ventilators now. Oh, and we failed to build them when the virus and its infection rates were first known.
We accepted that even though we have the money, we’ll just let some die.
That’s not a show-stopper for this government, but it’s important that the facts are known behind their actions/inactions.
Anyway, let’s just hope we don’t need those ventilators and they’ve got it right.
So what is the answer. Stockpile absolutely everything for absolutely every conceivable circumstance?
That is the only way a government can absolve itself from criticism. But then we would have the media and the NAO screaming about the wasted money tied up in warehouses full of shite we might one day never need.
No the answer is, after all this blows over, stand up and tell relatives of the dead why we keep a nuclear deterrent but couldn’t provide enough ventilators or health professionals to hopefully keep their loved one alive.
Some people will understand and agree with those priorities, others won’t. You and I perhaps.
But let’s not pretend that this is some form of unforeseeable event that no government could have prepared itself for. We have just chosen not to.
Like I say, let’s just hope there are no shortages. We might be lucky.
We should have climbed the mountain of conflict.
We could also prepare by putting manufacturing processes/supply chains in place ready so that is all good to go. At least that would shorten timescales.
Proper businesses have what they call a plan.
In this case it might have involved Government signing deals with development partners, discussing crisis-planning, giving them a million quid each to develop and design and having quarterly progress reports, so that one day when you give them THE call, you all understand that they need to be ready to go.
Instead we seem to have adopted the last-minute flick through Yellow Pages approach.

China had come clean by the end of 2019, with a full report lodged to the WHO.
The government had all of January and February to act, only finally getting its arse in gear on 3rd March, while other countries had been gearing up.
Coronavirus was not a surprise. What is perhaps more surprising is how much the government has fucked up.
What is unknown is how many lives will be lost due to this fuck up.
The only hint of an answer we have is “more than was necessary”.

People in England are allowed to go for as many walks a day as they want, according to a human rights barrister who says the law does not match the government advice.
Adam Wagner of Doughty Street Chambers told BBC News that the law referred to having a “reasonable excuse” to leave your house - rather than the four reasons Boris Johnson gave in last week’s briefing.
“The four reasons is the guidance people are following. In fact that’s the guidance a lot of police are following,” he said.
"But the government guidance doesn’t include a number of very important points - for example if you’re at fear of harm that’s a reasonable excuse [to leave your house].
"I’m not sure the police or government have been very clear with what people can do or what will land them with a fine of up to £960 for repeated offences or even a criminal conviction.
“There are no legal restrictions on going out for more than one walk [or piece of exercise] a day in England.”

Look, I totally get the human rights concerns, these have been voiced by @Saint-or-sinner before, but I do think that this is an extraordinary situation and the restriction of civil liberties is being done for the good of everyone, not just to turn us into a police state.
In fact I think the restrictions we have in place are somewhat less than in some other countries, Belarus, Sweden (but even they’re rethinking now)
If it was just this country imposing the restrictions then I would be concerned but this shit is being done the world over. Thank the lords this guy doesn’t live in Spain or India…
