There’s a single paper, not yet peer reviewed, that estimates such a fatality rate at the lowest (the highest estimate in the summary is a little higher than flu).
The paper may prove to be correct, it may not. But nobody yet knows the actual lethality of this virus.

Can’t mobilise quicker and want to do it quickly as not to promote panic or disturbance, you’ve already got your conspiracy hat wedged on so you’ll be fucked if you’re going to change it.
And to finish, your fanscination with the mortality rate misses the point totally, its the hospitalisation and care required per person thats the issue, in turn if there aren’t enough beds and people to isolate it will spread further and further.
