On The Beach, the online travel agency have pulled all holidays this summer - even to green list locations, saying:
“Given this, there is too much uncertainty for us to take new bookings with confidence that they will go ahead, or for us to know the potential inconvenience or incremental costs that customers might experience or incur,” he said.
“Unlike many of our competitors, we have no interest in selling holidays that are unlikely to happen, as our business model enables us to put customers first, rather than needing to get cash in the door to contribute to high fixed costs, and offering refunds in the form of a voucher when holidays get cancelled.” (BBC)
They make a very good point imho.

Maths wasn’t one of my better subjects but 
So.
You can fly to Portugal.
But no you can’t because EU still has a ban on travel from NON-EU Countries 
IF you do travel you face queues that were 7 hours long at immigration when it was illegal to travel and still havent been resolved
And now, when you want to depart you must go to a check in desk and present loads of pieces of paper.
But airlines all reduced check in desk due to online and automated bag drops.
So now you will need to queue to get into the airport or even Virtual Queue.
