I suspect what she is referring to is Pfizer - they will block exports of Pfizer which means anyone who has had a first shot of that would have to start again on AZ
They are also talking of using powers to seize factories and override patents
The stupid thing is - we can only export AZ and they dont want it

AZ vaccine for Europe is being supplied from the Seneffe plant in Belgium, but their yields so far are much lower than the UK plants - the UK plants have had longer to sort out the process so this is not surprising. The article below is about a month old but they probably haven’t got close to the UK yields yet. The UK very recently received a large batch of AZ vaccine from India.

The current story seems to be that the “other” drug companies are furious AZ is selling at cost & their order numbers are not what they told their “sources” they would be and are negatively impacting their stock price projections.
