We need a peopleās assembly and a similar concept to jury service. If we need to shrink the number of party animals to do that, it mightnāt be a bad thing.

Initially it will be people who care and want to make a difference. A few of those will have real talent and move on up to the big stage and rightly so.
After a while people Will realise that these assemblies will equal a route to power and they will become infested with the same self serving wankers that ministers have as special advisors
You could mitigate a lot of that by making it a one term thing.
The best could then join the political wankers in the HoC.
EDIT: Actually answering your question, Iād just make it completely random, like jury service. People wouldnāt put themselves forward for it as such, just be excluded if theyāre totally unsuitable.
