Intervene with a UN mandate to do so. That is international law. Most of the wars of the 21st century have been illegal and quite unwanted by the majority of people on the ground.

Implementation is a policy decision. Thatâs not really the issue. The issue is that not much is ever implemented by the UN because of the blocking powers of the PSC.
