So in inner cities were some people are stopped from leaning English by family members.
Are you saying the government needs to spend money teaching the people to speak english or making a comment on how Muslim women are not allowed to be taught English by their mad muslim husbands?

Spend money and empower the women.
But the report says they are spending money. Ia gree though, more basic lessons are needed. That doesn’t stop the problem that those women in the less enlightened households are the ones that most need help but are the ones least likely to go to the lessons. I’m not sure what the government can do to “empower” muslim women. We’re still trying to empower british women.
