If the US wasn’t a democracy (we can argue that but it essentially is) and China was why not? I think you’re being selective, China and Russia are repressive regimes so therefore they’ll do anything to maintain the status quo, South China Seas, Tibet? Georgia and Ukraine?

Foment is the wrong word as that insinuates that there was no dissent or unrest before, there was and is, democracy will happen in those nations and thats why they the Governments resist is so violently as their own wealth, power and lives depend on it.
