Drive C is nearly out of space, can I reapportion storage from Drive D?
Remember I’m not a geek so explanations have to be simple…Ta. 
No because they’re different drives.
I’d suggest a disk cleanup on the C drive
OK…Can I transfer Apps from C to the nearly empty Drive D?
You’d need to uninstall and reinstall them to do that.

The cleanup didn’t free up much…
Photoshop update still returns the same error…insufficient space.
Move all your pictures to the D drive

They are all on the hard drive although some are on a floppy

They’re already there in my OneDrive cloud storage…as @BTripz has said I’ll just uninstall my Photoshop App and reinstall in D.

Do you have a lot of music in My Music, or my Documents.
What about your download directory.
These can all be moved to the d drive
There are tablets to help with that.
