Yes, but the World Cup Capacity is 40k. It was stated before the game and on the Stadium Website.
I thought I was going mad when you said that because I was sure they said it before the game.
From extensive personal experience 
the Normal League Match Capacity may well be 60+ BUT for WC games a whole side (where the Cameras are) is given over to the Media. It was REALLY notable at the Stadt De France in 1998

Thatâs more like the Arabian Gulf I know - I remember we had 200k over 4 days at the DP World one year. Thatâs the same number as the Ryder Cup.
